OER

OER is a key constituent of open education since it is the main facilitator of most dimensions (such as all core dimensions). There are different definitions for OER (see glossary) but all of them emphasise the importance of the open licenses or for the content to be in the public domain. These lower the possibility that users infringe copyright when using an OER. Being "libre" (openly licensed content) at the same time "gratis"(free of charge content) are the two main characteristics of an OER.


Free of charge content (gratis)

Free of charge content in this context does not refer to 'libre' as in open licenses. Rather, it refers to content that is made available digitally but remains copyrighted. The user does not pay to access it, but at the same time cannot reuse, adapt or share it without seeking permission of the copyright holder.
